Overall Responsibilities The Technical Advisor will coordinate the MSH interventions in Akwa Ibom state and to represent the MSH PLAN-Health project in the state. Will be responsible for quarterly work plan for Akwa Ibom in coordination with the Abuja-based multifunctional teams and with Akwa Ibom partners and oversee implementation of the work plan in coordination with MFTs.
Participate in key stakeholder meetings in Akwa ibom, especially with public sector partners
Become conversant with PLAN-Health tools and approaches
Participate in PLAN-Health training activities such as:
Workshops
Technical assistance
Coaching/mentoring
Establish regular communication with Abuja-based team
The Technical Advisor also serves as a resource for identifying best practices, lessons learned, and innovative approaches to institutional capacity building, and for disseminating this information both internally and externally. The Technical Advisor will exercise impeccable professional ethics, and will be aware of and adhere to MSH’s procurement integrity standards in all activities.
Qualifications
Professional advanced degree in public health or a related field is required.
Five years of experience in public health in any southern part of Nigeria
Specific understanding of issues relevant to decentralized health services, including voluntary family planning, maternal and neonatal health, child survival, malaria prevention and treatment, HIV & AIDS prevention and treatment, safe water, sanitation and hygiene, and BCC/IEC.
Five years’ experience in a technical position with a public health and/or international development project with demonstrated knowledge, skills, and/or experiences the areas listed above, preferably in Nigeria
Demonstrated strategic agility, diplomacy, conflict management, team building, hands-on supervisory, written and oral communication, decision making, and negotiation skills.
Demonstrated ability to work well with senior colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, CAs, and donor organizations.
Commitment to working closely with MSH/Cambridge and partner organizations on a collaborative basis.
Track record of strong commitment to sharing knowledge, documenting experience, supporting creative initiatives, and sharing credit.
Familiarity with and understanding of USAID regulations and administrative procedures.
Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook.
Fluency in English required
Background Information PLAN-Health is a five year, USAID-funded project whose purpose is to strengthen the capacity of selected public sector institutions and civil society organizations to improve the delivery of HIV/AIDS and other health services. PLAN-Health anticipates working with four civil society organizations in Akwa Ibom and with various government agencies, namely the State AIDS Control Agency (SACA), the Ministry of Health Department of Planning Research and Statistics and the HIV/AIDS Department and with the Health Insurance Scheme. PLAN-Health began working at the federal level and with two states – Gombe and the FCT. As it enters its third year, it will begin working in Akwa Ibom. To date, PLAN-Health has managed its interventions with the entire team based in Abuja and traveling as necessary to Gombe or other project intervention sites.
